Use of Military Resources to Address Natural and Human-made Disasters

DescriptionIn this Background Paper we review in a schematic way the legal framework and actual use ofmilitary assets by various countries in the face of emergencies caused by natural and human-made disasters, identifying initial good practices, as well as some emerging key issues. We then review briefly the role of the UN and NATO as international mechanisms for the coordination of disaster response and relief efforts across borders. We conclude with a set of initial findings and further research questions that we will try to find answers to through a series of interviews with key stakeholders and an online event due to take place in November 2021.
