Dr Patrick Hagan

Patrick is an experienced strategy and evaluation advisor, supporting reform and learning processes at the organisational, strategy, and programme level. He focuses on conflict analysis, social resilience, learning and evaluation in contexts of security and justice sector governance, business and human rights, policing, peacekeeping and military operations. 

Patrick has worked for the Australian Federal Police, Department of Defence, and DCAF - Geneva Centre for Security Sector Governance, applying qualitative and quantitative methodologies to assessments, mappings, designs and evaluations under complex conditions. 

He has supported programmes covering development, humanitarian, justice, disaster risk reduction, transnational crime, and defence in more than 30 countries.
